HR taking more of a role in contingent workforce management — again

Management of contingent labor is typically handled by either procurement or human resources. A few years ago the pendulum had swung toward procurement but now appears to be swinging back toward human resources.

“HR is back,” said Linda Galipeau, CEO and executive board member of Randstad North America, during the Executive Forum North America conference last week in Miami Beach, Fla.

Management of contingent workforce by human resources at many large buyers of staffing had disappeared, but now it’s being seen more.

Others are noting the change as well.

“The inclusion of human resources in a total workforce strategy is a natural evolution of maturity within programs and companies as they leverage technology and talent in new and innovative ways,” said Bryan Peña, senior VP of contingent workforce strategies at Staffing Industry Analysts.

SIA’s most recent “Workforce Solutions Buyers Survey 2017” report, found that 54% of contingent workforce managers surveyed said their functional role reported to procurement, and 35% said they reported to human resources.

However, 52% said human resources was the department best equipped to managed workforce solutions on a day-to-day basis with only 36% saying procurement would be best. And 49% said human resources was the department best equipped to manage workforce solutions on a strategic/long-term basis compared to 35% for procurement.
