According to Staffing Industry Analysts’ most recent Workforce Solutions Buyer Survey, HR now owns more of the CW programs than procurement. In the 2018 Initial Findings report, HR owned 49% of programs participating in the survey, up from 45% in the prior year’s report. Procurement accounted for 35% of program ownership in 2018, down from 48%.
SIA has long advocated for HR to become more involved in CW management. As the contingent workforce programs gained a foothold in corporate management structure, procurement took the lead, being the department more in tune with vendor management and contract negotiations. But as talent management came to the fore, the need for HR’s involvement as the personnel experts became apparent, and analysts called for both departments to work together.
